This Notice provides guidance to federal agencies, transportation employers, urine collectors, laboratories, and MROs working under Department of Health and Human Services (HHS) Mandatory Guidelines and / or under the Department of Transportation (DOT) drug testing regulations. This Notice concerns use of the current Federal Drug Testing Custody and Control Form (CCF) and implementation of the electronic CCF (eCCF).
In a July 15, 2013, Federal Register Notice, the Substance Abuse and Mental Health Services Administration (SAMHSA) requested public comment on its proposal that the Office of Management and Budget (OMB) approve use of a new Federal CCF and eCCF technology in federal workplace drug testing programs, with a proposed implementation date of September 1, 2013.
OMB continues to evaluate the privacy and security issues surrounding eCCF information collections.
While they complete their review, OMB has authorized extending the use of the current 5-part carbonless manifold CCF, and it remains the only approved Federal CCF.
Please note that at this time, OMB has not approved use of an eCCF.
Participants in HHS and DOT drug testing programs will continue to use only the current CCF.
The NLCP will issue an update when information becomes available.
