TEMPORARY MODIFICATION OF PROCEDURES

SUBJECT: Temporary alternative to TSA Terrorist Threat
Assessment procedures for the Maryland Three
(MD3) program
COVERED PERSONS: All aircraft operators applying for a MD3 Personal
Identification Number (PIN)
EFFECTIVE: June 1, 2012
EXPIRES:  August 1, 2012 or until recinded

BACKGROUND

Pursuant to Title 49 Code of Federal Regulation §1562.3 pilots applying for a MD3 PIN must successfully complete a TSA Terrorist Threat Assessment prior to issuance of a PIN. TSA has identified the acceptable manner of submission to be utilizing the badging office located at Ronald Reagan Washington National Airport (DCA).

Due to the delays in processing the threat assessments, the TSC, TSA and National Air Transportation Association-Compliance Services (NATA-CS) have identified a modified procedure which will aid in the threat assessment process. Please note that participation in the modified process is voluntary.

MODIFICATION OF CURRENT PROCEDURES

Pilots are instructed to continue submitting their fingerprints through the DCA badging office as normal. Additionally, under the modified procedure, pilots should contact representatives from NATA-CS (800-788-3210) to provide additional personally identifiable information and obtain a login to NATACS.aero to complete enrollment. This information and temporary procedure is required in order to complete the CHRC and Terrorist Threat Assessment.

As a reminder, this temporary procedure is voluntary and has been adopted as an alternative, temporary means to immediately address the processing delays so that pilot applicants can be processed. Pilots are not required to provide the additional information to NATA-CS; however, not doing so may result in their applications being delayed.
