A Fixed Base Operator (FBO) must comply with the DCA Fixed Base Operator Security Program in order to serve as a last point of departure for general aviation and charter flights into and out of the Ronald Reagan Washington National Airport (DCA). FBOs enrolled in DASSP are required to provide certain types of training to their employees. Below is an overview of the training modules available in the NATA CS safety and security platform.

FBO Primary and Alternate Security Coordinator

This training module is intended to help an FBO's Primary Security Coordinator and Alternate Security Coordinators learn more about the DCA Fixed Base Operator Security Program and meet appropriate training requirements.

The Primary Security Coordinator and Alternate Security Coordinators must complete this training before conducting DASSP flights and then on an annual, recurrent basis. The FBO is required to maintain records confirming training completion. A record of successful completion is created and retained within the platform for each individual completing this training program.

This module contains Sensitive Security Information (SSI). SSI is regulated under 49 CFR Part 15 and 1520, and is only available to those with an operational need to know. The FBO’s administrator confirms an individual’s eligibility by assigning the individual to this training module.

FBO All Employee Training

An FBO must comply with special security measures to serve as a last point of departure for general aviation and charter flights into and out of the Ronald Reagan Washington National Airport (DCA). This training module is intended to familiarize all employees at a gateway airport FBO with the DCA security program and instruct them in the special security measures required to serve as the last point of departure for DCA flights.

Employees should complete this training module before DASSP operations are conducted at their FBO and then on an annual, recurrent basis. The FBO should maintain records confirming training completion. A record of successful completion is created and retained within the platform for each individual completing this training program.

This training module does not contain Sensitive Security Information and is intended for all FBO employees, including reception staff, line service technicians and others. It is recommended these employees also complete the General Security Awareness Training module.
